Turkmenistan and China strengthen strategic partnership: preparation for Intergovernmental Committee Meeting

At the off-site meeting of the Cabinet of Ministers of Turkmenistan held on April 10, Minister of Foreign Affairs Rashid Meredov reported on the preparations for the 7th meeting of the Turkmen–Chinese Intergovernmental Committee on Cooperation. This was reported by the online newspaper "Turkmenistan: Golden Age".

As reported, in the foreign policy of the Motherland implemented under the leadership of President Serdar Berdimuhamedov, special importance is attached to cooperation with countries that are strategic partners of Turkmenistan, among which the People’s Republic of China holds a key place.

The expansion of comprehensive interstate partnership is largely driven by high-level visits and meetings. In this context, attention was drawn to the working visit of the President of Turkmenistan to the People’s Republic of China, which took place from August 31 to September 3, 2025, to participate in the Shanghai Cooperation Organization Summit and the celebrations dedicated to the 80th anniversary of Victory.

In order to further develop multifaceted cooperation, a friendly visit by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, to Beijing was held on March 17–19 of the current year.

During these visits, important agreements were reached on significantly expanding and strengthening the equal and mutually beneficial Turkmen–Chinese partnership in political-diplomatic, trade-economic, cultural-humanitarian, and other fields.

In line with the Head of State’s instructions to consistently take systematic steps to expand constructive bilateral cooperation within the framework of the above-mentioned Committee and to orient its activities toward the implementation of agreements reached at the highest level, relevant work is currently ongoing.

In this regard, the 7th meeting of the Turkmen–Chinese Intergovernmental Committee is scheduled to be held on April 16 this year in Ashgabat. It was also noted that meetings of its six subcommittees are held regularly on a mutually agreed basis, including in a digital format.

In particular, the 10th meeting of the Subcommittee on Security Cooperation was held in Ashgabat on January 15, 2025; the 8th meeting of the Subcommittee on Trade and Economic Cooperation took place on July 3 of the same year; the 9th meeting of the Subcommittee on Humanitarian Cooperation was held in Beijing on March 9, 2026; and the 2nd meeting of the Subcommittee on Transport and Logistics Cooperation was held on April 9 of the current year.

In the second half of 2026, it is planned to hold the 10th meeting of the Subcommittee on Energy Cooperation and the 3rd meeting of the Subcommittee on Scientific and Technical Cooperation.

The Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs reported that during the upcoming Committee meeting, it is planned to consider a range of issues related to priority areas for the further development of the strategic partnership between Turkmenistan and China.

The high level of mutual trust is clearly demonstrated by cooperation in the field of security. In this regard, the sides continue collaboration in ensuring cyber and biological security.

In the context of energy cooperation, priority is given to new projects currently under consideration for the development of strategically important gas fields.

Transport cooperation is also of great importance. In this area, issues related to the modernization of railway infrastructure with the Chinese side will be discussed. At the same time, given Turkmenistan’s advantageous geographical position, the activation of logistics cooperation is of particular importance. In this regard, the agenda will include the expansion of transport and logistics interaction along priority routes China–Turkmenistan–Caspian Sea–Europe and Turkmenistan–China–South and East Asia–Asia-Pacific Region.

The continuation and intensification of bilateral cooperation in communications and digitalization will also be considered.

Among the priority directions are the exchange of experience and the expansion of cooperation in information and communication technologies and artificial intelligence.

There are also broad prospects for developing cooperation in the field of agriculture.

It is also considered important to deepen contacts in the training and capacity-building of specialists in education and scientific-technical fields, as well as the practical implementation of research results.

Following the meeting, a corresponding Protocol is expected to be signed. In addition, a number of documents aimed at strengthening the legal framework of Turkmen–Chinese relations are being prepared.

At the same time, other documents for signing following the results of the Intergovernmental Committee meeting are under review.

In this regard, the Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs presented a draft Resolution for consideration by the Head of State.

After hearing the report, President Serdar Berdimuhamedov noted the significance of the recent friendly visit of Hero-Arkadag to China in the history of interstate relations. He emphasized the importance of ensuring a high organizational level in the preparation and conduct of the 7th meeting of the Turkmen–Chinese Intergovernmental Committee on Cooperation.

Having signed the Resolution prepared for the further development of fruitful Turkmen–Chinese partnership, the President of Turkmenistan instructed the Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs to carry out the relevant work.
