During his visit to the Republic of Austria, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, took part in the International Vienna Energy and Climate Forum. This was reported by the online “Turkmenistan: Golden Age”.
In his speech, the National Leader of the Turkmen people outlined a number of practical measures proposed by the country aimed at improving and stabilizing energy realities and transitioning to a meaningful and forward-looking dialogue.
As Hero-Arkadag noted, Turkmenistan once again draws attention to the initiative it has put forward on the development of a Global Security Strategy. Its main conceptual element is the indivisibility and interconnectedness of various aspects of security, among which energy security is one of the key components.
– Turkmenistan calls for the full and guaranteed depoliticization of the energy space. It goes without saying that the imposition of political conditions hinders sustainable development and, of course, has nothing to do with economic feasibility, – said Hero-Arkadag. – In this regard, Turkmenistan proposes considering the development, under the auspices of the UN, of an “Energy Code” that would clearly reflect the rejection and refusal of politicization in this sphere.
The National Leader of the Turkmen people also proposed combining efforts to practically implement Turkmenistan’s proposal to create a universal international legal document of the UN aimed at global cooperation in the energy sector on new principles, including regulating issues of production, transit, and consumption of energy resources. In this context, Turkmenistan has authored three UN General Assembly resolutions on reliable energy supply, which received unanimous support from member states and a significant number of co-sponsors. This provides a solid basis for further joint work. Developing activities in this direction, the country will submit to the UN General Assembly a draft resolution titled “The Key Role of Reliable and Stable Energy Connectivity in Ensuring Sustainable Development,” said Hero-Arkadag.
– We call for ensuring free, stable, and non-discriminatory access to energy. This is not a privilege, but a natural and legitimate right of any people and state, regardless of its size, political system, economic potential, or current geopolitical circumstances, – emphasized the National Leader of the Turkmen people.
Hero-Arkadag also noted that Turkmenistan approaches climate issues in an equally practical and constructive manner.
– Having begun the practical development of hydrogen energy in Turkmenistan based on natural gas, we are ready to work in this direction across a broad range and with all interested international partners, – said the National Leader of the Turkmen people. – In this regard, we propose the initiative to establish a Global Programme for the Transition to Hydrogen Energy over a ten-year period. We are open to discussing with the UN the modalities for developing such a document.
Regarding another topic of the Forum—the support for vulnerable regions, in particular developing landlocked countries—Turkmenistan’s position is clear and principled. These states must be guaranteed equal and non-discriminatory access to water and, more broadly, to water resources and waterways. This principle is a decisive condition not only of a political and legal nature but also of a moral one, a matter of responsibility to present and future generations.
In conclusion, the National Leader of the Turkmen people expressed gratitude to the organizers of the International Vienna Forum for the favorable conditions created for the work and wished the participants success and fruitful activity in the implementation of the high ideals and values of the United Nations.
