On July 10, the Honorable President of Turkmenistan, Serdar Berdimuhamedov, chaired an extended meeting of the Government to review the results of the country's socio-economic development for the first six months of 2026. During the meeting, reports were delivered by the Deputy Chairmen of the Cabinet of Ministers, heads of several ministries and sector agencies, as well as regional governors (khakims). Concurrently, a number of important documents concerning state life were signed, and personnel changes were implemented. This was reported by the electronic newspaper "Turkmenistan: Golden Age".
Thanks to the effective work carried out during the reporting period, the country's macroeconomic stability was preserved, and the growth rate of the Gross Domestic Product (GDP) reached 6.3%. By sector, the highest growth was recorded in the transport and communications sphere, amounting to 10.4%. Growth was also achieved in trade (8.5%), the services sector (8.4%), construction (6.7%), industry (2.7%), and agriculture (2%). Based on the six-month results, retail trade turnover increased by 10.1%, foreign trade turnover by 7.5%, while salaries and other social payments were funded on schedule.
The execution of the State Budget in the first half of the year also remained stable. The revenue side of the budget was fulfilled by 102,1%, while the expenditure side stood at 97.4%. During the reporting period, the volume of investments directed toward developing the national economy grew by 4.3%, accounting for 16.5% of the GDP. Out of the total utilized capital investments, 45.1% was allocated to production facilities, and 54.9% was directed toward the construction of social and cultural buildings.
Sustainable growth was also ensured in the industrial sector, with 39 billion 147.2 million cubic meters of natural gas and 4 million 129.8 thousand tonnes of oil extracted over the six-month period. Along with this, the production of diesel fuel, lubricants, petroleum bitumen, liquefied gas, cement, and food products increased significantly. In the transport and communications sector, cargo turnover grew by 3.7%, passenger turnover by 2%, and the volume of communication services by 15.3%. The balance of loans allocated to the economy by the banking system increased by 7.4%, while loans to the private sector rose by 23.6%.
In line with the further development of the oil and gas complex, the "Türkmennebit" State Concern exceeded its oil extraction and processing targets. High performance was achieved in the production of gasoline, diesel fuel, polypropylene, lubricants, and liquefied gas. The plan for natural and associated gas extraction was fulfilled by 107.6%. As part of personnel matters, G. Garlyev was relieved of his duties as Chairman of the "Türkmengeologiýa" State Corporation due to his transfer to another job, and B. Amanov was appointed to the post.
The construction and industrial complex fulfilled its production and work plan by 127.9%. The ministries of Construction and Architecture, Industry and Construction Production, Energy, as well as Belarus/Highways successfully met their designated targets. The indicator for the "Türkmenhimiýa" State Concern reached 144%. Growth rates were also maintained in the trade and textile industry sectors, with 146 trading sessions held and more than 15 thousand contracts registered at the State Commodity and Raw Materials Exchange.
The production growth rate in the agricultural sector stood at 109.8%, and the country's grain growers successfully fulfilled their contractual obligations by delivering over 1 million 400 thousand tonnes of wheat. Currently, the transportation of the harvested grain to elevators, the preparation of fields cleared of wheat for next year's sowing, and agrotechnical care on cotton fields are ongoing. As part of the personnel changes, the Governor of Mary Province, D. Annaberdiyev, was relieved of his post due to a transfer to another job, and B. Orazglyjov was appointed in his place.
Great successes at regional and international levels were achieved in the fields of education, science, healthcare, and sports. Over the six months, Turkmen school and university students won 992 medals at international subject and internet Olympiads, while athletes took top places at international competitions, winning 415 medals. President Serdar Berdimuhamedov approved the admission plans for higher and secondary vocational schools, as well as the Academy of Civil Service for the 2026–2027 academic year, instructing that the examinations be conducted in an organized and fair manner.
At the conclusion of the meeting, the Head of State gave precise instructions on maintaining the stability of the national manat, developing the tax system, using budget funds rationally, and preparing the next year's State Budget on time. Furthermore, the diversified development of the oil and gas industry, strict quality control over construction sites, and the ongoing enhancement of the population's living standards were defined as urgent tasks facing the Government.
