At a regular meeting of the Cabinet of Ministers of Turkmenistan, held via digital system on August 1, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs Rashid Meredov reported on good news received from the United Nations Headquarters in New York.

As reported, on July 24, during the 106th plenary meeting of the 80th session of the UN General Assembly, the Resolution "Year of International Law, 2028," proposed by Turkmenistan, was unanimously adopted. This became a clear confirmation of the full alignment of the initiatives put forward by the President of Turkmenistan Serdar Berdimuhamedov with the realities of the present day, as well as of the broad support for our country in strengthening the rule of law, justice, and the significance of law in international relations.

Taking the opportunity, the Deputy Prime Minister, Minister of Foreign Affairs, on behalf of the meeting's participants, warmly congratulated Arkadagly Hero Serdar and Hero-Arkadag on another major foreign policy success achieved by Turkmenistan under the wise leadership of the head of state.

President of Turkmenistan Serdar Berdimuhamedov noted that at the session of the UN General Assembly, the Resolution "Year of International Law, 2028," initiated by our country, was unanimously adopted.

"We will continue to develop fruitful cooperation with the UN," said the head of state, warmly congratulating the meeting's participants on the adoption of the important Resolution "Year of International Law, 2028."

Continuing the meeting, the Deputy Prime Minister, Minister of Foreign Affairs, presented to the President of the country a number of proposals prepared for the practical implementation of the provisions of the Resolution adopted by the UN General Assembly proclaiming 2028 the Year of International Law, as well as clarifications of the content of Turkmenistan's international initiative in this field.

In particular, in order to hold the Year of International Law in 2028 at a high organizational level and to carry out comprehensive preparations for it, it is proposed to develop a draft National Action Plan for 2026-2028. For the purpose of drawing up this Plan, coordinating activities, and monitoring their implementation, it is deemed appropriate to establish an Interdepartmental Working Commission comprising representatives of the relevant ministries, sectoral agencies, higher education institutions, and scientific institutions.

The National Action Plan envisages specifying political-diplomatic, scientific-practical, educational, cultural, and informational events to be held in the country and abroad, as well as determining the timeframes for their implementation, the institutions responsible for their organization, and the expected results.

Along with this, it is proposed to prepare a National Concept "International Law and the Permanent Neutrality of Turkmenistan" and to distribute it among UN member states as a United Nations document.

It was also proposed that, over the course of 2026-2028, regional and international forums and meetings devoted to various aspects of international law be held in our country with the participation of national and international experts. Such events will make it possible to prepare for the main international forum to be held in 2028, both in terms of developing its program and selecting experts.

In order to increase legal literacy among the population, especially the younger generation, it is proposed to prepare an Action Plan for organizing special courses, general lectures, and meetings at higher education institutions and secondary vocational schools devoted to the basics of international law, the UN Charter and its activities, as well as issues related to strengthening the international legal system.

As was reported, it is deemed appropriate, with the participation of national and international experts, to develop educational, scientific-methodological, and informational materials on international law, to create electronic educational resources, to establish an "International Law Week," to organize seminars simulating the work of the UN, and to establish the regular holding of competitions among young people for scientific papers, articles, and essays on topical issues of international law.

At the same time, it is proposed that special programs be prepared and documentary films be produced for television and radio channels, that popular science articles on the significance of international law be published in the press, and that a multilingual internet portal or a special information section devoted to the Year of International Law be created.

In addition, it is deemed appropriate to establish the Ashgabat International Platform "International Law" on the basis of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan. This structure could become a permanent scientific-diplomatic venue for the study of international law and the regular exchange of views among international experts in this field. Within the framework of this platform, it will be possible to hold the "Ashgabat International Legal Dialogue" annually and to organize summer schools for young legal scholars.

It was also proposed that, in 2028, under the auspices of the UN, a High-Level World Forum on International Law be held in Ashgabat, and that consideration be given to the possibility of adopting an Ashgabat Declaration affirming the role of international law as an important foundation for peace, security, and sustainable development.

Along with this, it is proposed that, jointly with the UN Secretariat and its specialized agencies, a calendar of international events for the Year of International Law, 2028, be developed. It is deemed appropriate to hold the official opening ceremony of the Year of International Law at UN Headquarters in New York at the beginning of 2028, and to explore the possibility of organizing high-level events in Geneva, Vienna, and other major international centers over the course of the year.

As was noted, the implementation of the proposals presented is intended to make a significant contribution to the successful realization of the initiatives of the President of Turkmenistan aimed at strengthening the universally recognized norms and principles of international law, enhancing the role of the UN Charter in international relations, and developing a culture of peace, trust, and mutual understanding.

Having approved the proposals prepared in connection with the Resolution, the head of state instructed the Deputy Prime Minister, Minister of Foreign Affairs, to carry out the corresponding work.
