On September 1, with the participation of President Serdar Berdimuhamedov, the new building complexes of the Turkmen State Institute of Architecture and Construction and the Seyitnazar Seydi Turkmen State Pedagogical Institute were solemnly opened and put into operation.

These significant events, coinciding with the Day of Knowledge and Students' Youth widely celebrated in the country, became yet another confirmation of the success of the large-scale work being carried out, in line with best practices, to develop the national education system and strengthen its material and technical base.

Today, under the wise leadership of President Serdar Berdimuhamedov, the initiatives of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, on the comprehensive modernization of the Fatherland's scientific and educational sphere, are receiving a worthy continuation.

In the era of the Revival of the new epoch of the powerful state, these noble undertakings find embodiment in targeted measures implemented in this field on the basis of an organic combination of national experience with innovation, in state programs being successfully carried out. This provides an effective impetus for the further improvement of the domestic education system, aimed at bringing it up to the level of international standards, introducing best practices, raising the younger generation in the spirit of national and universal human values, and ensuring that the country's young citizens have all the conditions for obtaining a modern education.

The upbringing of educated youth is one of the key factors determining the progressive development of the Fatherland and the happy future of the people. In Turkmenistan, consistent steps are being taken to comprehensively support youth, realize their potential, and modernize the relevant legislative framework. In this regard, special attention is paid to improving the higher education system in order to train highly qualified specialists for various sectors of the national economy.

…Early in the morning, President Serdar Berdimuhamedov arrived at the square in front of the new building complex of the Turkmen State Institute of Architecture and Construction.

The participants of the celebration greeted the head of state with great enthusiasm.

The President of Turkmenistan then proceeded to a specially prepared podium.

Having warmly greeted those gathered, the head of state noted that every day of the current year, marked by the 35th anniversary of the independence of our sovereign Motherland, is filled with a series of events significant for recent history. On the Day of Knowledge and Students' Youth, the building complex of the Turkmen State Institute of Architecture and Construction and the Seyitnazar Seydi Turkmen State Pedagogical Institute is being solemnly put into operation. In this regard, President Serdar Berdimuhamedov cordially congratulated the participants of the ceremony and the native people on this wonderful holiday, as well as on the opening of modern educational institutions.

As was emphasized, the comprehensive development of the scientific and educational sphere and its elevation to a qualitatively new level are among the priorities of the Fatherland's state policy.

In the era of the Revival of the new epoch of the powerful state, in independent Turkmenistan, program measures are being implemented to improve the domestic education system and strengthen its material and technical base. Special attention is also paid to introducing advanced scientific achievements into this field, training highly qualified specialists, and expanding targeted international cooperation.

"Effective measures are being taken in the country for the construction of modern educational institutions. Thus, today in Ashgabat, as well as in the city of Turkmenabat of Lebap velayat, a complex of new buildings of higher education institutions is being opened. The current event reflects the scale and success of the educational reforms being carried out in Turkmenistan," the head of state noted.

Continuing the theme, President Serdar Berdimuhamedov emphasized that today, in various parts of the country, modern general education and preschool educational institutions are being put into operation. Children entering the world of knowledge are being presented with "Bilimli" computers as a memorable gift. All this fully reflects the achievements of the work being carried out in Turkmenistan to develop the education system.

Emphasizing that the Turkmen State Institute of Architecture and Construction plays a significant role in training highly qualified specialists for the construction and industrial sectors of the economy, the head of state noted that the new building complex of the institute, designed for 5,000 places, was built by a member of the Union of Industrialists and Entrepreneurs of Turkmenistan in full compliance with modern requirements.

The higher professional education institution includes a 13-story main building, eight faculties and twenty-eight departments, a library, and a conference hall. The educational buildings are equipped with the latest equipment and have all the conditions for the effective work of the teaching staff and study of students. In addition, the campus territory has a dormitory for 2,600 places, as well as a residential building consisting of two buildings with 40 apartments each for teachers. Speaking about this, President Serdar Berdimuhamedov expressed confidence that this modern institute would become a forge of highly qualified architects, builders, engineers, and industrialists.

Continuing his speech, the head of state noted that among the new buildings being opened today is the building complex of the Seyitnazar Seydi Turkmen State Pedagogical Institute in the city of Turkmenabat, Lebap velayat. It is designed for 5,000 places and was built by a member of the UIET.

The educational complex consists of a five-story main building, eight faculties and twenty-two departments, a conference hall, and a library. All buildings are equipped with modern equipment and have the capabilities necessary for the productive work of professors and teachers and the effective education of students. The structure of the institute also provides for a dormitory for 2,000 places, as well as conditions created for sports activities and cultural events.

The new building complex of the higher education institution, which bears the name of the famous Turkmen poet Seyitnazar Seydi, will make it possible to train qualified teachers and education system workers.

"Today a generation of young citizens filled with a sense of patriotism and high spirit is being formed. In them we see the great future of the native people and beloved Fatherland," the head of state emphasized, expressing firm confidence that through diligence in their studies and dedication in their work, they would significantly increase the glory of the Motherland.

Once again cordially congratulating the participants of the ceremony on the Day of Knowledge and Students' Youth, celebrated in the year "Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Steeds," as well as on the opening of the new building complexes of two domestic higher education institutions, President Serdar Berdimuhamedov wished everyone good health, a happy life, and great success in their work and studies.

Next, the Honored Architect of Turkmenistan, President Serdar Berdimuhamedov, solemnly cut the ceremonial ribbon, opening the new building complex of the Turkmen State Institute of Architecture and Construction. At that moment, multicolored balloons were released into the sky.

The head of state then familiarized himself with the conditions created at the institute for an effective educational process.

In the lobby of the institute, using a specially installed monitor, the President of Turkmenistan was presented with information about the new complex of facilities.

The total area of the institute is 32.2 hectares. The complex of new buildings embodies a harmonious combination of modern trends and national architecture. The facade of the main building, intended for the administrative block, is crowned with an image of a compass and a measuring instrument, which is a symbol of architectural art and engineering. Overall, the new buildings, erected as part of the large-scale urban development program being implemented under the leadership of the President of Turkmenistan, harmoniously combine with the architectural appearance of our white-marble capital.

The new building complex of the institute provides optimal conditions for the teaching staff to organize the educational process at a level meeting modern requirements, for young people to receive a high-quality education in accordance with world standards, and to master their chosen professions.

On behalf of the students, sincere gratitude was expressed to the President of Turkmenistan and Hero-Arkadag for the opportunities being created in the country for young Turkmen citizens to obtain a modern education and become highly qualified specialists, as well as for the construction and commissioning of the new building complex of the Turkmen State Institute of Architecture and Construction.

A video was then shown, providing a visual overview of the new building complex of the Seyitnazar Seydi Turkmen State Pedagogical Institute and the conditions created there.

The area of the new building is approximately 26 hectares. Everything necessary for the education of students and the work of the teaching staff and specialists has been provided here. The new building complex of the institute includes a main building, an assembly hall, educational buildings, a dining hall for 1,000 seats, a library, 6 dormitories with all amenities for 2,000 places, sports grounds, as well as corresponding technical facilities.

The institute's classrooms are equipped with digital technologies. Dozens of laboratories operate in the educational buildings for students to conduct research work. These are laboratories for chemistry, biology, physics, the basics of labor and technology, defectology, and other areas, equipped with modern equipment.

The new building complex of the institute also houses museums of history, archaeology and ethnography, and flora and fauna. They contain exhibits providing information about the rich heritage, historical and cultural monuments, the flora and fauna of our country, as well as about the features of the digital education system and the history of the higher education institution.

The structure of the new building complex of the Seyitnazar Seydi Turkmen State Pedagogical Institute includes a modern library building designed to hold up to 1 million books. It provides for a reading room for 700 seats and an electronic library for 100 seats. The presence in the institute's library of a rich collection of educational, scientific, popular science, methodological, and fiction literature, new educational publications and their electronic copies is of great importance in the context of providing students with the necessary educational resources, as well as for a deeper mastery of the knowledge they acquire.

The institute's sports complex and sports grounds meet international standards. There is a football field, specialized gyms for volleyball and basketball, and other specialized facilities here.

The celebration continued with a ceremony for the presentation of international certificates to the new building complex of the Turkmen State Institute of Architecture and Construction.

First, the floor was given to Marat Khabibulin, a representative of the international organization "CERT International."

Having greeted the President of Turkmenistan and all those gathered, M. Khabibulin noted that participating in the opening ceremony of the new building complex of the Turkmen State Institute of Architecture and Construction was a great honor for him. It was then reported that, on behalf of "CERT International," this institute was being presented with certificates of conformity to five international ISO standards.

The new institute complex opens up broad opportunities for educational and scientific activities, the development of digital technologies and international cooperation, demonstrating the high level of the institute. The Turkmen State Institute of Architecture and Construction is the first higher education institution in Turkmenistan and the CIS countries to be simultaneously certified according to these five international standards.

Marat Khabibulin then presented international certificates confirming the compliance of the institute's new building complex with the international quality management system standard ISO 9001:2015; the international environmental management system standard ISO 14001:2015; the international occupational health and safety management system standard ISO 45001:2018; the international management system standard for educational organizations ISO 21001:2018; and the international information security management system standard ISO 27001:2022.

The floor was then given to the Resident Representative of the United Nations Development Programme in Turkmenistan, Ms. Narine Sahakyan.

Congratulating everyone on the current significant event, Ms. Narine Sahakyan emphasized that UNDP is a longstanding and reliable partner of Turkmenistan.

As noted, UNDP staff, in close cooperation with the institute's scientists and specialists, contributed to the introduction of innovative and environmentally efficient technologies. Clear confirmation of this is the presentation to the institute's new building complex of prestigious international certificates confirming compliance with modern environmental standards and sustainable development principles.

It was emphasized that this complex is not only a modern educational platform but also a scientific and practical base for training future architects, engineers, and builders.

Taking the opportunity, Ms. Narine Sahakyan expressed gratitude to the Government of Turkmenistan for its commitment to the principles of sustainable development and fruitful cooperation with the United Nations. The UNDP Resident Representative then presented the institute with a "Green" certificate for energy efficiency; a "Green" certificate for water-saving technologies; a "Green" certificate for engaging student youth in the development of sustainable energy; a Certificate for water resource conservation and management; a Certificate for energy efficiency and monitoring; and a Certificate for education and professional skills development.

The floor was then given to Kenworthy Tai Joseph, Managing Director of the "Certiport" division of "Pearson VUE."

Noting that it was a great honor for him to participate in the current celebration, the guest, on behalf of "Certiport," expressed gratitude to President Serdar Berdimuhamedov for his special attention to the development of modern education, digital technologies, and international cooperation.

As the Managing Director of "Certiport" noted, today we are witnessing an important step in expanding educational opportunities in Turkmenistan. The higher education institution is being granted the status of an authorized international "Certiport" examination center. This will allow the institute to conduct examinations in accordance with the international "Certiport" certificate, and will also enable students and specialists to confirm their professional and digital skills according to internationally recognized standards, said Mr. Kenworthy Tai Joseph, and presented the Certiport Authorized Testing Center (CATC) Certificate for the establishment of an authorized international "Certiport" examination center at the institute.

Upon completion of the international certificate presentation ceremony, the President of Turkmenistan inspected the classrooms of the institute's educational building, equipped with high-quality modern equipment.

The head of state first visited the experimental laboratory of architecture and earthquake-resistant construction.

A teacher and students of the institute informed President Serdar Berdimuhamedov about the specifics of the equipment installed here.

As noted, the laboratory is equipped with equipment from the Italian companies "Moho" and "Sara electronic instruments," designed for earthquake research and seismic surveys. Equipment manufactured by the Swiss company "Leica" is used for conducting high-precision geodetic measurements. The laboratory also has equipment from the Turkish company "UTES," designed to measure the relevant indicators of building materials, paints, and concrete.

Here the head of state was familiarized with the technical characteristics of the "Motion Systems PS-6TM-550" equipment.

As noted, it represents a modern high-precision testing platform specializing in architecture, structural engineering, and seismic research. This equipment is used in laboratory conditions to simulate the effects of vibrations from real earthquakes and to test the stability of buildings. This platform accommodates scaled-down models of two houses, differing in various construction methods and architectural solutions. Their stability is tested by artificially creating vibrations of real earthquakes. During testing, data on vibrations and other parameters, obtained using special sensors on the load-bearing columns of the buildings, are transmitted to a digital system and, using special software, displayed on the screen in 3D mode. As a result, the impact of earthquakes on structures is determined by practical methods.

The President of Turkmenistan then familiarized himself with equipment manufactured by "Sara electronic instruments."

As noted, it is designed for recording earthquakes, long-term monitoring of the vibrational state of important facilities, and conducting seismic monitoring. Highly sensitive sensors make it possible to record even the slightest movements of the ground and objects, as well as to analyze them digitally. Thus, this equipment ensures constant monitoring of the condition of buildings, bridges, industrial facilities, and other important structures.

The institute's teacher and students expressed sincere gratitude to Hero-Arkadag and Arkadagly Hero Serdar for the construction of the new building complex of the Turkmen State Institute of Architecture and Construction.

The President of Turkmenistan then congratulated the students on the opening of the institute's new building complex and proceeded to the electromechanics laboratory.

Here students will carry out practical work in areas such as mechanical engineering, electric power engineering, and production automation.

Using modern equipment installed in the laboratory, the functioning of electrical systems, motors, and control devices is studied, and various tests are carried out.

The advanced interactive training equipment available here, from the Canadian company "CM LABS," is designed to teach the operation of heavy machinery and construction equipment. It is equipped with programs for operating about 10 different types of construction machinery. The equipment is used to teach the safe operation of heavy construction equipment or vehicles in a digital environment. With the help of this simulator, students learn to correctly use the control panels of specialized machinery, as well as to perform, with high precision and quality, such operations as leveling and excavation, and lifting loads.

To train welding specialists, the laboratory uses the "Soldamatic" virtual simulator, manufactured by the Spanish company "Seabery." This is a modern system for teaching welding work, based on "AR" technology. This equipment makes it possible to create various weld seams and evaluate the progress of the work in a virtual environment.

The head of state was then familiarized with a complex of test equipment from the company "Lucas Nülle" of the Federal Republic of Germany.

As noted, this complex is equipped with the "CRK 11 Kuka" industrial robot. It performs comprehensive research work using a mechatronic testing station. Various sensors check or test the composition of a workpiece placed in the equipment's gripper. The test results are transmitted to the robot via a specially developed "Profinet" system. Depending on the test results, the robot is capable of performing the corresponding actions.

The students expressed sincere gratitude to Hero-Arkadag and Arkadagly Hero Serdar for the construction of the institute's new complex.

The President of Turkmenistan then cordially congratulated the teachers and students on the beginning of the new academic year and visited the laboratory of general chemical technology, where he inquired about the working conditions created there.

Equipment called "Spectrocube," manufactured by the well-known German company "Spectro," is installed here. It is designed for conducting X-ray fluorescence analysis. This equipment uses X-rays to determine, with high precision, the quantity of chemical elements in the composition of the sample under study.

Before testing begins, a cement sample is ground down to particles smaller than 100 microns. It is then placed in the device in a special container and examined. As a result, the quantity of elements such as Ca, Si, Fe, and Al in the composition of the cement sample is determined with high precision. The results are displayed on the computer screen.

In the laboratory, the President of Turkmenistan was familiarized with research being carried out using equipment from leading European companies.

Here, a high-quality gas chromatograph, a caliper, and equipment for high-performance liquid chromatography are installed. It makes it possible to determine chemical mixtures and their composition in the smallest microliter volumes, which creates the prerequisites for students to apply the theoretical knowledge they have gained in practice.
