Meeting of the State Security Council of Turkmenistan

On September 4, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov held a regular meeting of the State Security Council, at which the results of work performed by military and law enforcement bodies over eight months of the current year were summed up. The agenda also included a number of issues related to ensuring security and tranquility in our independent state, strengthening the material and technical base of the security structures, and further improving their activities. This was reported by the State News Agency of Turkmenistan.

The first to speak was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the work carried out since the beginning of the year in the units of the Armed Forces, the measures implemented for the professional retraining of personnel, expanding opportunities for the effective performance of their assigned duties, and resolving social issues. Along with this, a report was given on preparations for the military parade dedicated to the 35th anniversary of the country's sacred independence.

Having heard the report, the Head of State emphasized the importance of taking further practical steps aimed at modernizing the material and technical base of the Armed Forces, improving the qualifications and experience of servicemen, and improving the conditions of their service and daily life. In this regard, a number of instructions were addressed to the Secretary of the State Security Council, Minister of Defense.

Prosecutor General B. Mukhamedov reported on the results of activities over eight months of the current year, in particular on the exercise of oversight over the proper compliance with regulatory legal documents in ministries and sectoral agencies. In addition, a report was given on the introduction of a digital system in the prosecutor's office bodies and the resolution of tasks provided for in the relevant Development Program of this structure.

Having heard the report, President Serdar Berdimuhamedov noted that the implementation of the provisions of laws and legal acts should be kept under constant attention, addressing a number of instructions to the Prosecutor General.

In the course of the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country signed a Resolution on the appointment and dismissal of prosecutors.

Minister of Internal Affairs M. Khydyrov, who spoke next, reported on the work carried out for January–August of the current year, including measures taken to prevent violations of law and order, monitor compliance with fire safety standards, as well as on the introduction of digital technologies and best practices in structural subdivisions. Along with this, a report was given on events organized as part of the nationwide month of "Road Traffic Safety – the Tranquility of Our Life" taking place in September.

Summarizing the report, President Serdar Berdimuhamedov noted the need for consistent improvement of the activities carried out to maintain public order and prevent offenses in Turkmenistan. The head of the Ministry of Internal Affairs was also instructed to ensure that the "Road Traffic Safety – the Tranquility of Our Life" month is held at the proper level.

Chairman of the Supreme Court B. Khodzhamgulyev reported on the work carried out during the specified period aimed at successfully fulfilling the tasks of the Development Program of the agency he heads, in particular related to organizing the activities of the judicial system in accordance with the realities of the time, applying best practices, and improving the qualifications of employees.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that work aimed at protecting the interests of the state and society, maintaining law and order, and ensuring the rights of citizens should be properly carried out. Emphasizing the importance of continuously improving the professional skills of judges, the Head of Turkmenistan addressed a number of specific instructions to the head of the Supreme Court.

Then Minister of National Security D. Meredov reported on the work carried out since the beginning of the year to protect the interests of the state and maintain stability in the country, as well as on the active use of modern technologies in the agency's activities.

Having heard the report, President Serdar Berdimuhamedov noted the importance of further carrying out effective work aimed at ensuring tranquility in Turkmenistan, addressing a number of specific instructions to the minister on this matter.

Head of the State Border Service I. Ilamanov reported on the results of activities for January–August of the current year on the successful fulfillment of tasks to protect the sacred borders of the Fatherland, improve the service and living conditions of servicemen, as well as on measures taken for the broad application of digital system capabilities in the agency's activities.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that the State Border of Turkmenistan is a border of friendship and brotherhood, instructing the head of the Service to continue work at the proper level to strengthen the material and technical base of the Border Troops.

Minister of Adalat (Justice) M. Taganov, who spoke next, reported on the results of the activities of the structure he heads over eight months of the current year, the practical steps implemented to modernize national legislation taking into account international experience, as well as on improving the qualifications of employees and introducing a digital system in structural subdivisions.

Having heard the report, the Head of State noted that work on preparing draft regulatory legal acts should be kept under constant control. Emphasizing the importance of organizing educational events related to explaining legislation and continuously improving the quality of services provided to citizens, the Supreme Commander-in-Chief of the Armed Forces of the country addressed a number of instructions to the head of the agency.

Chairman of the State Customs Service M. Khudaikuliyev reported on the results of work carried out since the beginning of the year in the agency he heads within the framework of implementing the Development Program, as well as on measures taken to strengthen the material and technical base and increase the efficiency of the Service's activities through the introduction of a digital system and modern technologies.

Having heard the report, President Serdar Berdimuhamedov addressed a number of specific instructions to the head of the Service regarding further improvement of control over compliance with the relevant rules at customs checkpoints.

Then Chairman of the State Migration Service A. Sazakov reported on the work carried out over eight months of the current year, including organizing the agency's activities in accordance with the realities of the time, as well as on measures taken to introduce a digital system and best practices.

Having reported on the construction of the administrative building of the department for Dashoguz velayat, as well as the administrative building and service residential building of the Yolotan etrap department of the department for Mary velayat of the State Migration Service of Turkmenistan, the head of this body submitted a draft of the relevant document for the Head of State's consideration.

Having heard the report, President Serdar Berdimuhamedov signed the Resolution "On the Construction of the Administrative Building of the Department for Dashoguz Velayat, as well as the Administrative Building and Service Residential Building of the Yolotan Etrap Department of the Department for Mary Velayat of the State Migration Service of Turkmenistan," instructing the head of the Service to keep at the center of attention the work on improving migration services based on a digital system and improving the qualifications of employees.

Then, addressing the participants of the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that this year marks the 35th anniversary of our Fatherland's independence. This glorious date will be marked by great celebrations, President Serdar Berdimuhamedov continued, emphasizing the importance of proper preparation for the upcoming holiday.

In accordance with the Military Doctrine of Turkmenistan, which is purely defensive in nature, measures are being systematically implemented to maintain at a high level the security and territorial integrity of our independent, permanently neutral Motherland, to strengthen its defense capability, and to improve the social and living conditions of the defenders of the Fatherland and members of their families, said the Head of State, emphasizing that work in this direction will continue.

At the meeting of the State Security Council, a number of other issues were considered, on which relevant decisions were made.

At the conclusion of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov wished the participants good health and great success in their responsible service for the sake of a peaceful and happy life for the people.
