In these historic days, marked by the glorious 35th anniversary of the sacred independence of the Fatherland, I sincerely congratulate you on behalf of the Turkmen people and the Halk Maslahaty of Turkmenistan on your successful state visit to the Republic of Korea, as well as on being awarded the title of Honorary Doctor of Political Sciences of Sungkyunkwan University and on being presented with the Honorary Badge and special document of the Korea International Trade Association!

The successful implementation of your creative initiatives and large-scale programs is the main condition for the socio-economic development of the Fatherland and the further strengthening of its positions on the international stage. Your words "Turkmenistan is open to the world," the clear definition of priority directions of the foreign policy course of our permanently neutral state, and the efforts being made to strengthen dialogue with interested countries are yielding positive results today. This is vividly confirmed by the fact that cooperation with the Republic of Korea — one of the economically developed countries of the Asia-Pacific region — has been elevated to a qualitatively new level.

Diplomatic relations between Turkmenistan and the Republic of Korea were established in 1992. Since then, intensifying in specific areas of cooperation, large-scale projects have been implemented for the benefit of the two peoples. Turkmenistan and the Republic of Korea are actively developing cooperation, carrying out large-scale endeavors in the interests of the two peoples. Visits made to this friendly country in various years and the agreements reached at the highest level have contributed to the dynamic development of Turkmen-Korean relations. Your current state visit to the Republic of Korea is also distinguished by profound content and opens a new page in the history of interstate cooperation. The high-level talks held in Seoul, the documents signed, the Turkmen-Korean Business Forum, and other events mark a new level of relations between our friendly countries. Your participation in the "Central Asia–Republic of Korea" Summit testifies to Turkmenistan's enormous interest in advancing multifaceted cooperation within this format.

The tasks defined in the medium- and long-term strategies, being implemented in the country under your leadership, create broad opportunities for attracting foreign investment into major projects, industrializing the national economy, and introducing advanced innovations into all sectors of the economy. The Republic of Korea is one of Turkmenistan's active investment partners. Industrial enterprises built and put into operation in the regions of the Fatherland in various years with the participation of major Korean companies make a significant contribution to strengthening the country's economic might.

Your participation in the Turkmen-Korean Business Forum and your advancement of concrete initiatives are of the utmost importance for enriching the cooperation practices developed over many years, as well as for expanding interaction in such high-technology fields as the "green" economy, "smart" cities, and artificial intelligence.

The presentation to you of the Honorary Badge and special document of the Korea International Trade Association for your contribution to strengthening friendly relations, mutual trust, and economic cooperation between Turkmenistan and the Republic of Korea is a high evaluation of your tireless efforts in this direction.

The conferral upon you, during your visit to Seoul, of the title of Honorary Doctor of Political Sciences of Sungkyunkwan University symbolizes respect for our country, as well as the friendly relations between the peoples of Turkmenistan and the Republic of Korea. The presentation to you of the diploma confirming the conferral of this honorary title by an authoritative educational institution with more than a 600-year history testifies to your rich political experience, and to the broad support in the friendly country for the large-scale activities you carry out in the field of lawmaking, local self-government, and various sectors of the economy, as well as the transition to a digital economy and the diversification of the national economy.
