Deputy Minister of Foreign Affairs of Turkmenistan Ahmet Gurbanov spoke at the plenary session of the Turkmenistan Investment Forum and stated the country's interest in expanding practical cooperation with international financial institutions, development banks, transnational companies and business associations.
The Deputy Minister noted that the global economy is adapting to structural changes in energy, logistics and production chains, and that a steady inflow of investment is a determining condition for the modernization of national economies, job creation and the improvement of well-being.
The speaker emphasized that Turkmenistan, pursuing a policy of permanent positive neutrality, is building an open, predictable and mutually beneficial model of cooperation. The country's neutral status was confirmed by resolutions of the UN General Assembly in 1995, 2015 and 2025 and serves as the basis for dialogue with all states and associations regardless of their political orientation. The continuity and predictability of the foreign policy course provide guarantees of stability for business partners and investors.
In recent years, the country has been implementing a set of measures to improve the investment climate: legislation on the protection and promotion of foreign investment, on tax and customs regulation, and on public-private partnership is being improved. Opportunities for foreign capital are expanding in free economic zones, including the Awaza National Tourist Zone on the Caspian coast, which is becoming a regional center of tourism, logistics and business activity.
A special place in the investment strategy is occupied by projects in the fuel and energy complex, the chemical and oil and gas processing industries, and transport and transit. The Turkmenistan–Afghanistan–Pakistan–India (TAPI) gas pipeline, the development of the international seaport in Turkmenbashi and of transport infrastructure demonstrate the country's aspiration to integrate into regional and global logistics and energy networks.
Growing attention is being paid to economic diversification: the processing industry, the agro-industrial complex, the construction industry, digital technologies and green energy, including renewable energy sources and energy efficiency.
According to Ahmet Gurbanov, the forum will become a platform for new business contacts, exchange of experience and development of specific projects. He declared the readiness of Turkmenistan's foreign policy agency to continue providing comprehensive assistance to the development of business and investment cooperation, the deepening of contacts between business circles and the creation of favorable conditions for joint initiatives. The Deputy Minister expressed confidence that the forum will take place in an atmosphere of constructive dialogue and give a new impetus to mutually beneficial cooperation.
