New Issue of “Democracy and Law” magazine published in Turkmenistan
A new issue of the quarterly scientific and practical journal “Democracy and Law”, published by the Institute of State, Law and Democracy of Turkmenistan in Turkmen, English, and Russian, has been released. The publication highlights the main directions of the state policy of Turkmenistan, as well as international cooperation in the field of law. The opening pages feature the speech of Serdar Berdimuhamedov delivered at an expanded meeting of the Cabinet of Ministers held on February 13, 2026. It emphasizes that, as a result of the diligent work of the people during the past International Year of Peace and Trust, significant achievements were made, planned targets were fulfilled, and efforts to develop and implement modern legislation continued. At the same time, a high pace of economic growth was maintained. Readers are also presented with materials from the latest meeting of the Interdepartmental Commission on Ensuring the Fulfillment of Turkmenistan’s International Obligations in the Field of Human Rights and International Humanitarian Law, held on February 23 at the Ministry of Foreign Affairs. Among other materials is an article by the Director of the Institute of State, Law and Democracy of Turkmenistan, Doctor of Law Yagmyr Nuriyev, entitled “Harmonization of the National Legal System with International Law.” The author notes that the development of international trade and economic as well as transport and logistics relations, along with interconnections among states in the sphere of natural resource management, deepens the interaction between international and domestic law. Readers will also find scientific, practical, and informational articles submitted to the “Creative Work and Human Rights” competition of particular interest. Through the journal “Democracy and Law,” the Institute annually announces this competition to inform the wider public about the significance of ongoing constitutional reforms and the status of the country’s permanent neutrality, as well as the protection of citizens’ rights and freedoms enshrined in current legislation. Another article by a competition participant, “Paths of Development of Criminal Procedure Law and International Practice,” highlights important innovations and transformations that have taken place in global and national criminal procedure law in recent years, mainly related to the introduction of digital technologies in criminal proceedings, strengthening human rights protections, and expanding international cooperation. The journal concludes with the traditional “Chronicle” section, offering an overview of events, meetings, conferences, seminars, and other activities held in the country and abroad from January to March of the current year with the participation of representatives of authoritative organizations.
