On behalf of the Turkmen people and the Halk Maslahaty of Turkmenistan, I sincerely congratulate You on the joyful news received in the year of celebrating the 35th anniversary of great independence – the unanimous adoption at the 106th plenary meeting of the 80th session of the United Nations General Assembly of the Resolution «Year of International Law, 2028» initiated by Turkmenistan. This event, marking another diplomatic success of our neutral Fatherland, clearly demonstrates the steady growth of its prestige in the international arena and broad support for Your efforts to ensure universal peace.

Independent Turkmenistan, being a full member of the United Nations since 1992, has defined the development of multilateral cooperation with this organization among the key directions of its foreign policy. The permanent neutrality of Turkmenistan, thrice recognized by the United Nations, its repeated election as the Vice-President of the General Assembly, as well as a member of commissions, committees, and councils of the Organization, testify to the multiplication of our country's prestige as a reliable partner of the Community of Nations. More than 30 resolutions adopted by the UN at the initiative of Turkmenistan are aimed at ensuring peace and security throughout the world, as well as at achieving the Sustainable Development Goals.

As You note: «Strategic relations between our country and the UN are of a long-term nature, which can be called a well-thought-out course chosen by Turkmenistan». Thus, today, an effective dialogue with the UN, relying on many years of positive experience of joint work, is enriched with new content. In our country, in cooperation with the structures of the Organization, successful work is being carried out in such areas as maintaining universal security, strengthening peace in the Central Asian region, creating opportunities for dialogue, as well as sustainable development and humanitarian issues.
Turkmenistan consistently recognizes the central role of the United Nations in ensuring universal peace, equal cooperation, and development. Clear proof of this is Your participation in the 78th and 80th sessions of the UN General Assembly, the clear presentation of our country's positions in this direction, as well as the advancement of relevant proposals on priority areas of the international agenda.
Your initiative, announced in September 2025 at the plenary meeting of the jubilee, 80th session of the General Assembly on declaring 2028 as the «Year of International Law, 2028», is also aimed at promoting the development of trusting and constructive relations between states and peoples.

The proposal to declare 2028 as the «Year of International Law, 2028» is, under current conditions, a very well-thought-out initiative aimed at increasing respect for international law, ensuring peace and security, and achieving the Sustainable Development Goals. The fact that 78 states of the planet co-authored the new Resolution of the United Nations General Assembly testifies to broad international support for this initiative and to the success of Your foreign policy based on the peacefulness of our people for the sake of the bright future of all humanity.
In its activities on the world stage, our permanently neutral Fatherland relies on the solid foundation of international law and the Charter of the United Nations. In accordance with the special plan for the preparation and holding of the Year of International Law, our country is implementing concrete measures to strengthen international law, improve the international regulatory framework, and increase the effectiveness of the implementation of UN conventions, treaties, agreements, and other multilateral documents. And the newly adopted Resolution, which is of great importance, creates a solid legal basis for conducting organizational-methodological, scientific-practical, educational, information, and communication events in this direction.
