The President of Turkmenistan Serdar Berdimuhamedov sent a Message of greeting to participants in the international scientific and practical conference «Milestones in the Development of Statehood, the Legal System and Democracy in Neutral Turkmenistan». The forum is timed to the 30th anniversary of the founding of the Institute of State, Law and Democracy of Turkmenistan.
As noted in the Message, the Turkmen National Institute of Democracy and Human Rights under the President of Turkmenistan was established on October 23, 1996. Its tasks were to strengthen democratic institutions in the state and society, ensure constitutional human rights and freedoms, fulfill the international obligations of Turkmenistan as a state with the status of permanent neutrality, and conduct scientific and practical research on human rights and freedoms.
Under a Presidential decree dated July 23, 2018, the Turkmen National Institute of Democracy and Human Rights under the President of Turkmenistan was merged with the Institute of State and Law under the President of Turkmenistan. The Institute of State, Law and Democracy of Turkmenistan was established on their basis.
According to the Head of State, the institute has made a worthy contribution over the years to harmonizing national legislation with international law and improving the country’s legal system. It has also carried out analytical work to ensure that Turkmenistan meets its international obligations in the field of human rights and international humanitarian law. This work is coordinated by the Ministry of Foreign Affairs of Turkmenistan, in cooperation with the Mejlis of Turkmenistan, the Supreme Court and other law enforcement and government bodies. The institute actively takes part in preparing scientific opinions on draft legal acts submitted for expert review. It also helps publish textbooks, manuals and scientific collections on the national principles of statehood and topical issues of jurisprudence and democracy. Institute staff write articles for scientific and practical journals and newspapers, and promote the humane domestic and foreign policy of neutral Turkmenistan on television and radio.
As noted in the message, the Hero-Arkadag stresses in his works that democratic traditions of popular rule, rooted in centuries of history, define the harmony of the state structure and give sustainable development of the country its national character. They vividly reflect the deep humanism, solidarity, accord, trust and mutual cooperation that stand at the origins of Turkmen statehood.
The President Serdar Berdimuhamedov recalled that Turkmenistan, as an equal member of the United Nations, has acceded to the fundamental international human rights conventions, agreements and treaties. According to him, the country consistently implements universally recognized international norms in its national legislation and law-application practice. The documents designed for comprehensive human rights work with UN structures and other international organizations include the National Human Rights Action Plan of Turkmenistan for 2026-2030, the National Action Plan on Gender Equality in Turkmenistan for 2026-2030 and the National Action Plan on Implementing Children’s Rights in Turkmenistan for 2023-2028. The Head of State also noted significant opportunities for young scholars to take an active part in systematic work in modern areas of research within the national legal system.
Arkadagly Hero-Serdar also described as historic the unanimous adoption at the 80th session of the UN General Assembly of the Resolutions «The role and importance of the policy of neutrality in maintaining and strengthening international peace, security and sustainable development» (May 20, 2026) and «Year of International Law, 2028» (July 24, 2026). He noted that more than 30 UN General Assembly Resolutions adopted on the initiative of Turkmenistan are clear evidence of the country’s worthy contribution to the development of international law.
The President Serdar Berdimuhamedov expressed confidence that the conference will be an important event for discussing the national principles of statehood, the harmonization of Turkmenistan’s legislative system with international law, the directions of development of national democracy, and the promotion of the country’s peaceful, good-neighborly and humane policy. Arkadagly Hero-Serdar wished participants good health, long life and great success in their work.
