Berdimuhamedov sets a number of priority tasks for the new chamber of the parliament of Turkmenistan

The President of Turkmenistan, Chairman of the Khalk Maslakhaty of Milli Gengesh Gurbanguly Berdimuhamedov held a meeting with the members of the Khalk Maslakhaty chamber in the building of the Khalk Maslakhaty, where he got acquainted with the work carried out, and also identified the priority tasks related to the organization of the activity of this structure.

Turning to the consideration of the issues on the agenda, the head of state gave the floor to the chairman of the Committee for the Protection of Human Rights and Freedoms, M. Taganov, who reported on the measures taken to successfully solve the problems of bringing national legislation in line with generally accepted norms of international law.

Within the framework of the report, it was reported about the activities carried out jointly with the Mejlis of the Milli Gengesh, in particular, about the participation of Committee members in the meetings of the Working Commissions created to develop new bills. There was also information about the organized media appearances and publications in print media.

After hearing the report, the President of Turkmenistan, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov noted that, as defined in the Basic Law, in our country, the highest value of society and the state is a person. The main task of public authorities is to protect the person and serve him.

It was emphasized that the Khalk Maslakhaty and the Mejlis of the Milli Gengesh should pay great attention to work aimed at developing society and the state, protecting human rights, and taking measures to implement the National Action Plan for Gender Equality in Turkmenistan for 2021-2025. Particular importance should be attached to the protection of women's rights.

In order to implement the National Action Plan for Human Rights in Turkmenistan for 2021-2025, it is important to monitor the current legislation in this area and bring it in line with the provisions of international conventions and other legal acts to which our state is a party.

Among the priority tasks were the development of draft laws guaranteeing the legal status of individuals, mainly the quality of life of a group of the population in particular need of social protection, as well as aimed at increasing the culture of respect for human rights and strengthening the legislative framework in this area.

In continuation, President Gurbanguly Berdimuhamedov drew attention to the fulfillment of Turkmenistan's international obligations to protect children's rights, including the implementation of measures identified in the National Action Plan for the Realization of Children's Rights in Turkmenistan for 2018-2025. In this context, the need was noted to establish, in accordance with the requirements of the time, the work of the Charitable Foundation to provide assistance to children in need of guardianship.

The emphasis was also placed on the importance of implementing constitutional norms.

The Chairman of the Committee on Economy, Finance and Social Policy G. Agayev, who then spoke, informed about the work carried out to organize the activities of the Committee. There was also a report on the ongoing large-scale transformation programs aimed at diversifying the economy and making it innovative.

The members of the Committee take an active part in the meetings of the relevant Working Commissions of the Mejlis to discuss the draft Laws of Turkmenistan.

Summing up the report, President Gurbanguly Berdimuhamedov stressed that in order to turn Turkmenistan into one of the highly developed countries of the world, it is necessary to further improve the legal framework of the adopted programs aimed at implementing socio-economic, socio-political transformations.

Among the key tasks, the head of state also named the strengthening of the legal framework for the development of market relations, support for private entrepreneurship and the creation of modern industries based on scientific discoveries and innovative technologies.

Special attention, the head of Turkmenistan continued, should be paid to the creation of favorable conditions and guarantees to stimulate and support entrepreneurship and investment.

Based on these tasks, it is necessary to develop modern rules and provisions of national legislation that fully comply with the generally recognized norms of international law and improve them, President Gurbanguly Berdimuhamedov said.

A significant part of the state budget expenditures should be directed to the development of the social sphere, including healthcare, science, education, culture, the President noted, focusing on the importance of a comprehensive, thoughtful approach to drawing up the country's main financial plan for 2022.

As noted, when preparing the draft State Budget for the coming year, attention should be paid to the tasks identified in the programs of socio-economic development of Turkmenistan, and take into account the successes achieved by the sectors of the national economic complex and the expected indicators by the end of 2021.

The state budget of Turkmenistan for 2022 should be drawn up taking into account national programs, the main directions of the country's socio-economic development and investment policy, the tasks facing the sectors of the national economy and regions.

Next year, special attention should be paid to the development of the fuel and energy complex, industrial, transport and communication sectors, the Turkmen leader continued. The state budget should also provide funds for housing construction in the regions of the country, especially for the construction of housing for citizens in need in etraps and cities of velayats.

Among the main tasks, the head of state identified the upbringing of a hardworking, highly moral generation, the creation of conditions for the recreation of citizens, the use of available opportunities by the Turkmen people to implement their knowledge in work, in their chosen specialty.

As the head of state noted, how strong and healthy the family is, the society is so strong. In this regard, special emphasis was placed on the fact that great importance should be attached to social cohesion.

Further, the Chairperson of the Committee on Science, Education, Digital System, Sports and Culture B. Seyidova informed about the ongoing work to improve the national legislation regulating humanitarian issues.

Summing up the report, President Gurbanguly Berdimuhamedov noted that one of the priority vectors of state policy is the further development of the scientific and educational sphere, health care and sports. In this regard, priority should be given to the implementation of the Law of Turkmenistan "On Education".

The main tasks are the upbringing of a comprehensively developed youth, strengthening the relationship between education, science and industry. Taking into account the rapid development in the world of information technology, the constant updating of scientific achievements and teaching methods, it is necessary to actively introduce innovative developments in this direction. The emphasis was placed on the importance of an integrated approach to improving the domestic education system.

In turn, Chairman of the Committee for Regional Development, Environmental Protection and Agroindustrial Policy Ch.Babanyyazov informed about the work being done to successfully solve the tasks set by the President of Turkmenistan to the Khalk Maslakhaty Milli Gengesh.

It was reported about the activities carried out together with the deputies of the Mejlis for the consideration of draft legislative acts, which are amended and supplemented, as well as the National Forest Program of Turkmenistan for 2021-2025. The Chairman of the Committee reported on the measures taken to improve regulatory documents aimed at increasing the share of private producers in agriculture.

After listening to the report, the head of state noted that the key goals of the state environmental policy pursued in the country are to ensure favorable living conditions for the people, rational use of natural resources, and expanding international cooperation in this area.

Participation in conventions, programs and resolutions of authoritative organizations for the protection of ecology and the environment should be continued, the President noted.

In continuation, the importance of carrying out effective work to stabilize the ecological situation in the regions exposed to the negative impact of the Aral Sea was stated.

Having identified among the priority tasks the preparation of the draft National Forestry Program for 2021-2025, the head of Turkmenistan stressed that both chambers of the national parliament should work together in this direction and analyze the compliance of this document with legislative requirements.

Taking into account the wide opportunities created by the state for private producers, the head of state noted the importance of modernizing legal acts regulating the issues of careful use of land and water resources.

The President also focused on further strengthening the legislative framework in the field of selection and seed production in agriculture and animal husbandry, crop rotation, land cultivation and the use of fertilizers, and improvement of the quarantine system.

Members of the Khalk Maslakhaty, as elected representatives from the regions, must carry out appropriate work on the ground, studying the opinion and wishes of the people, establishing close interaction with local authorities and self-government, the head of Turkmenistan said. Among the priority vectors of upcoming activities, the organization of outreach and campaigning events, as well as speeches in the media about the country's achievements were identified.

Chairman of the Committee on International Affairs M. Byashimova reported on the work carried out jointly with the Mejlis of Milli Gengesh, political parties, public organizations, higher educational institutions of the country to explain the current domestic and foreign policy, as well as on measures aimed at educating the younger generation in the spirit of patriotism.

In this regard, it was reported about the fulfillment of tasks on the legislative support of the foreign policy of Turkmenistan, including the development of fruitful cooperation with foreign countries, with the United Nations and other authoritative structures.

Summarizing the report, the President identified strengthening the inter-parliamentary dialogue among the key tasks. In international conferences held on various issues, the world community should be familiarized with the main priorities of the country's foreign and domestic policy, put forward by constructive initiatives to ensure peace, security and sustainable economic development.

Priority should be given to the legal support of Turkmenistan's foreign policy and, on this basis, to implement generally recognized norms of international law into national legislation, the head of state emphasized.

Deputy Chairman of the Khalk Maslakhaty Milli Gengesh K. Babayev informed about the ongoing preparations for the meeting of the Khalk Maslakhaty Milli Gengesh, the development of draft relevant documents by the Committees.

A separate topic of the report was the activities carried out jointly with the Mejlis of the Milli Gengesh on the legislative support of the current state policy, democratic reforms, observance of law and order, support for economic activity and entrepreneurship, protection of public health, development of the scientific and educational sphere, stimulation of creative activity, development of the country's regions, environmental protection, etc. In this regard, it was reported that priority attention in the work is given to the study of national and international law enforcement experience. Particular importance is attached to the establishment of inter-parliamentary ties.

Summarizing the report, the head of state noted the need for Milli Gengesh, together with the Government, to implement a scientifically based state strategy in order to successfully fulfill the tasks.

In this context, among the priority vectors, it was determined that the members of the Khalk Maslakhaty, together with the deputies of the Mejlis of the Milli Gengesh, take timely measures aimed at explaining the adopted documents to citizens.

Once again focusing on the key areas of upcoming activities, the head of state emphasized the need for active participation of members of the Khalk Maslakhaty in the development and implementation of new concepts, government programs and plans aimed at improving the well-being of the people, as well as in campaigning and explanatory events among the population, especially young people.

At the end of the meeting held with members of the Khalk Maslakhaty, President Gurbanguly Berdimuhamedov wished all participants good health, family well-being and great success in their work.
